A new application system for foreigners working in China has been announced and certain cities throughout China have been included in the pilot scheme, enacting the new rules on October 1. Dongguan is one of the pilot cities in Guangdong, implementing the pioneering regulations from November 1.
The existing Foreign Expert Permit and Alien Employment License will be merged into a single permit, which is a card with an unique ID number. The new Work Permit Cards will introduce a tiered classification system for foreign workers based on point totals. Points are assigned to applicants based on their educational background, salary level, age, time spent working in China and Chinese language level. They are divided into three tiers: A, holding the top talent; B, professional talents, which are more restricted; C, non-technical workers, which will be given very limited access.
At 5:30pm on October 31, the old work permit online application system will be suspended. From November 1, all new applications for Work Permit Cards in Dongguan must be started at http://fwp.safea.gov.cn, a platform developed by SAFEA. It is estimated to reduce documentation requirements by nearly 50 percent. As for renewing, changing and cancelling the existing work permit, related documents are required to be submitted to Dongguan Human Resources Bureau.
